Problems In Policy Implementation Policy And Education Education Essay In a growing economy like UAE, there is a vital need for numerous numbers of policies to regulate this growth and cope with it. The direct effect of this growth is increase in the number of expatriates compared to nationals; those expatriates are from diverse cultural backgrounds that have their impact on the educational system in UAE and the increase in demand for new educational policies to deal the problem of cultural diversities in schools. Education policy refers to the collection of laws, rules, and regulations that run the operation of education systems. Education occurs in many forms for many purposes through many institutions (early childhood education, kindergarten through to 12th grade, two and four year colleges or universities, graduate and professional education, adult education and job training). Education policy can directly affect the education people engage in at all ages, it includes school size, class size, school choice, school privatization, tracking, teacher ed ucation and certification, teacher pay, teaching methods, curricular content, diversity in class, graduation requirements, school infrastructure investment, values that schools are expected to uphold and model, globalization challenges . The goals of new educational policies are to provide all children with an equal educational opportunity under the increasing pressure of diversities within classrooms. The ideal policy in general must include the responsibility are required changes in our methods of thinking and approaching education in such a way that all people are respected. More intercultural understanding and an awareness of social and global knowledge will need to be actively incorporated into our educational curriculums. Not only is knowledge of other cultures required but also creative and critical thinking will be developed to create new policies involving equalities in multicultural education (Bennett, 2010). In UAE, we cant say that there is one single policy to deal with the problem of increasing in diversities at schools in UAE, and each school has its own policy to deal with this problem. The need for policy Tharp (1994) states that The increasing diversity of cultural and ethnic groups in schools has led to a parallel increase in concern for the implications of this demographic shift for education .Most of the schools in UAE are focusing on culture in their policies; they are discussing how to create suitable educational culture in the classrooms and friendly atmosphere outside the classrooms to increase levels of interactions between the students. Cultural diversity is considered a major concern for many schools and it differs from school to another based on the types of students they have, and from what cultural backgrounds they come. Cultural diversity and Multicultural education is an idea, an approach to school reform, and a movement for equity between students, social justice, and diverse cultural recognition that is needed in order to adapt with the globalization movement. Specialists within diverse cultural education emphasize different components and cultural groups. However, a significant degree of consensus exists within the field regarding its major principles, concepts, and goals. A major goal of multicultural education is to restructure schools so that all students acquire the knowledge, attitudes, and skills needed to function in an ethnically and racially diverse nation and world (Multicultural Education, 2010). Good and idealistic policy will increase the focus on cultural diversity will help schools in maintaining educational equity for members of diverse racial, ethnic, cultural, and socioeconomic groups, and to facilitate their participation as critical and reflective citizens in an inclusive national civic culture, but is there an existence of such policies at schools in UAE? The awareness of cultural diversity concept in education tries to provide students with educational experiences that enable them to maintain commitments to their community cultures as well as acquire the knowledge, skills, and cultural capital needed to function in the na tional civic culture and community. Policies at private schools in Dubai There are many policies related to cultural diversities at private schools in Dubai, but the focus will be on the policy at DIS that is dealing with the issue of cultural diversity in and outside the classrooms. Social development culminates in its expansion to a global magnitude, where students place themselves and their culture in an international perspective, understands and accepts cultural specifics and differences, and assume the individual and national responsibilities towards international cooperation (DIS, 2010). This quotation is an example of how private schools in Dubai are referring to cultural awareness in their policies, but questions on the factors interfering in policy formation, like rules and believes of the surrounding environment, implementation and the relevant instruments rise immediately into discussion. This quotation is the policy of how to deal with cultural diversity at DIS, but it is considered short to express everything related to its values, too genera l, it lacks of implementation techniques, and it is considered implicit. Who put the policy and who will implement it, are considered major issue for the success of the policy; I will represent a sample of Institutional perspective on educational policy and practice ( figure 1, Scott and Meyer 1994), and what are the major parties involved is any policy from settings, implementation, monitoring and responsible for giving feedback. Institutional theory offers a more nuanced lens for examining the organizational and institutional conditions that mediate these reforms, and how they do or do not make their ways into classrooms. Namely, as represented in Figure 1, institutional theory draws attention to the broader cultural forces that help define the major parties involved in every policy (Patricia Burch, 2007). The major concern here is that the schools which refer to cultural diversity and awareness in their policies are not aware of it, and if they are aware; there is no clear method s of implementations and evaluating. Each policy is affected by the surroundings (stakeholders), that may interfere directly or indirectly in setting the policy, schools in Dubai are facing a problem of cultural diversity, but what are the solutions of going over this problem. Mentioning it in the policy is a part and solving is another part (words vs. action), and it is allowed for single school to take it own action in solving the problem without governmental interference. The policy is set by people in charge who may interact by either involving others in implementing it, or force others to implement it. Those people in charge are responsible for any change in the policy. Figure 1 How does the Policy view Culture? You can feel it within minutes of entering a school: the behavior of the students, the attitude of the teachers, the care for the physical plant, the artifacts of discovery, learning, curiosity, community, expression and intellection that adorn the walls of the place, it is obvious that this is a place where young people and teachers learn (Bill Schubart 2010). Good policy must include the characteristics of good and learning culture that is aware to students from diverse culture and give them equal chances of learning, and increase their sense of awareness towards each others. Good educational and learning culture is not driven by high property taxes, escalating school budgets, federal or state legislation, national testing, good buildings, nice classes or teachers unions. It is a modeled behavior set by leadership in the school, followed by a critical mass of the teaching body, all of whom are accountable for the culture and spread it by their own example and experience, their comm itment to a community of learning, removing cultural diversities and barriers between students, their respect for one another and for their students (Schubart, 2008). What is the teachers role in implementing and adopting the policy? The diversity in classrooms presents unique opportunities and significant challenges for teaching. Students in UAE schools are with a wide variety of skills, abilities, and interests and with varying potentials in various areas. The wider the variation of the student population in each classroom, the more complex the teachers role becomes in, teaching, organizing, motivating and controlling students to ensure that each student has access to high-quality learning . The ultimate goal of any teacher is to find suitable approach to every student in the classroom, and try to motivate him in a way to get the best from him. To reach that goal, teachers need assistance, training and well designed curriculum that must fit the needs of all students. Many schools have prepared their teachers to deal with diversity cases in their classrooms and leave it for the teacher to evaluate the situation and find the suitable solution to eliminate those diversities in order to get the best from students, and increase their sense of belonging. The policy at DIS doesnt mention any point related to the teacher role in the implementation of the policy, how it will be applied, what other parties to be involved (supervisors and parents), and the changes in curriculums to facilitate the implementation process. This implicit policy is considered too short to discuss every single aspect related to the problem and put pressure on teachers to figure out personal solutions to deal with diversities in their classrooms. Those solutions are not standard; they vary from teacher to teacher and from class to class. Good policy doesnt give margin for such variations; it must have clear values, well articulated, the action required from this policy must be stated, and the methods of implementation must has to included in the policy. Where are the errors of implementation? (Implementation Gap) The policies in general are clear, written in a good professional language, and they are considered part of schools mission. The problems are not in the policy or its values only, but in the implementation of those policies, and the lack of communication between various parts responsible for applying the policy. There could be implementation gap as a result of many factors, which could arise from the policy itself, the policy maker, or the environment in which the policy has been made. Implementation gap can arise from the policy itself when such a policy emanates from government rather than from the target groups. By this, it means that planning is top-down. And, by implication, the target beneficiaries are not allowed to contribute to the formulation of the policies that affect their lives, the target groups could be the teachers, students, and families (Makinde, 2005). Another cause of implementation gap is the failure of the policy makers to take into consideration the social, po litical, economic and administrative variables when analyzing for policy formulation, as I referred in the beginning of this paper there is gap between private and public schools polices concerning cultural policies, public schools that are only attained by nationals with unified curriculum all over the country, put less pressures on those schools to realize cultural diversities between their students. Conclusion Schools in UAE are considered melting pot of students from diverse cultural backgrounds that need a suitable polices to achieve equal educational opportunities that will help them to realize other cultures, and increase students openness to diverse cultures. Polices alone without the suitable instruments of implementation is considered useless, good implementation is considered key success for any policy that put policy in action. Considering targeted group in setting the policy and involving them will increase its credibility and make the implantation easier to a certain extent. The policies must be clear, written in a good professional language, and they are considered part of schools mission. The problems are not in the policy or its values only, but in the formulation and implementation of those policies, and the lack of communication between various parts responsible for implementing the policy.

Wedding Reception Speech – Best Man Good afternoon ladies and gentlemen, I’m sure you’ll all agree it’s been a fantastic day so far, but unfortunately for every silver lining there’s a cloud, and I’m yours. For those of you that haven’t bought me a drink yet, I’m Simon and I’ve been sentenced to being Randy’s best man today. It’s said that, being asked to be best man is one of the greatest honours you can be given, on the other hand it’s also one of the most terrible things you can do to a friend, so thank you Randy. Seeing as though this is my first time being best man, I was a little worried as to how long the speech should last so I asked around and the general consensus was that it should go on for about as long as it takes the groom to perform his manly duties in the bedroom. So with that ladies and gentlemen, thank you very much, you’ve been a great crowd !! †¦. [sit down briefly] Thanks Seriously though and more importantly, I’d like to start off by congratulating the happy couple. I’m sure you’ll all agree what a great couple they make. Marriage asks that couples take each other for better or worse and Randy, you really couldn’t have done any better. And Judy, †¦. I suppose it could be worse! I’d also like to echo Randys comments and thank everyone again on their behalf for coming and sharing their special day, particularly those that have travelled long distances. I know how hard i... ... honour it’s been to be best man today. On behalf of the bride and groom, I’d like to echo what I said earlier and thank everyone for sharing their special day. A â€Å"standardized medical records database† can offer providers promptness in receiving pertinent materials from the patient’s chart. This documentation may entail access to the patient’s medical, family history, contact numbers, and any other relative to notify in case of an emergency. Electronic prescribing, and sharing of reports, test results, and public health alerts with other entities promotes coordination of care. Diagnostics and readings, such as blood pressure, and sugar, are just examples of the data that is immediately available through the â€Å"health information exchange (HIE).Physicians, hospitals, and clinics will enter these facts and figures into â€Å"patient vault,† the central database for the patient. Along with these recordings, patients can leave messages for the physician, and request medication refills. With the convenience of the automated charting format, the doctor, and patient does not have to wait while paper reports are sorted through because of misfiles, disorganized records, poor communication with staff, or typographical errors. The electronic system ensures that records are in chronological order, and that all reports are current, adequately preparing the provider for the appointment.The Detroit Medical Center, which purchased the equipment to convert its paper record format into electronic, as has been developing the process since, has produced some promising statistics. Chief Nursing Officer Patricia Natale, credits the automated application for reducing the length of prolonged admissions, and misjudgments in administering medications through the â€Å"EMR-enabled medication scanning† feature. The hospital’s management team affirms that the electronic filing â€Å"system† has already generated nearly $5 in â€Å"savings† for the facility, and has been upgrading security for â€Å"patients.†This feat is accomplished by effectively supervising imperative acti vities conducted daily, and diminishing the occurrences of prescription inaccuracies by â€Å"75 percent,† as per the current assessments, observes DMC Chief Medical Information Officer Leland Babitch, MD. Iagos First Soliloquy Essay Example Iagos First Soliloquy Paper Iagos First Soliloquy Paper In my opinion Iago is a crude character with evil imbedded into his soul a typical villain in a Shakespearian play. The line put money in they purse shows Iago as his manipulative self. I believe his mind is fixed on causing hurt and destruction, fuelled by his jealousy over Othello and his wife. This view is outlined well by the critic Helen Gardener. Malice is motiveless. This view is shown well in operatic version of Othello, in which Iago states that vile is [his] my tissue, which just shows that Iago does this to Othello because he is evil, not through jealousy. In comparison to this the view of Neville Coghill is that Iago has been turned to this evil plot because of the actions of Othello. However I really dont think this is a feasible argument simply because, Iago continues with his evil plans after Cassio has been sacked and Othello tells Iago he can be his most trusted lieutenant so it is absurd to believe that Iago is simply plotting a revenge attack on Othello. This is therefore why Iagos evil actions are so shocking because he has no real motive. He is clearly jealous of Othello and believes he should be in a better position than he is because of the line, know my price. Shakespeare shows Iago at first to have strong feelings of jealousy and bitterness towards Othello. Lines such as his own pride and purposes shows how Shakespeare wants us to know how jealous Iago is of Othello, by using insults and sly comments. The reader therefore understands Iagos dominant emotions of anger and jealousy. Iago is a man who insults those who have done better than him often throughout the play, A Florentine; with the language used here Shakespeare is clearly conveying to the audience this feeling of jealousy, which is to set the whole story. There are many literary techniques used in the play to portray this evil image of Iago. In his first speech he uses words of absolute hatred when referring to Othello; he expresses his monstrous wish to abuse because he has this hate inside him. As he says framed to make women false, Iagos view of women is shown, also the way he uses Emilia to steal the handkerchief is devious and when he states that he will turn her [Desdemonas] virtue in pitch In Othellos speech in Act 5 Scene 2 it is clear that Iagos poison has influenced Othello and almost transformed Othello into a man like Iago. She was foul. Othello would never describe a woman like this but Iagos view of women has influenced him and therefore he is now thinking like Iago. His nature is shown through the pace at which he talks; he speaks in continuous prose which is fast paced, just like Iago. The irony over Cassio being a proper man shows the audience what a crude character he is and also goes some way to show how he treats people he doesnt like. The simile is as luscious as locusts I believe is a summary of Iago, he is a great person at first until you realise what he is made up of; evil, hatred and jealousy. Rhetorical questions are also used to create make Roderigo think, which undermines him and makes him look inadequate, making Iago look like the more dominant male. Drown thyself? This is a very strong line which later turns out to be reality, Iago is suggesting that he would never want Roderigo to harm himself, but in Act 5, scene 1 it is through Iagos vicious plans that Roderigo does get hurt, this is an example of a parallel in this play. An excellent example of Iagos viciousness is in The Nunn version of Othello, where Iago is overpowering and stands above everyone else, his tone of voice creates a dark and evil mood and the audience can see his viciousness through e mood felt. So this use of emotive language causes the audience to feel sympathetic towards Roderigo who is constantly being victimised throughout the play. Also literary techniques are used to try and persuade people too, such as the power of three. Put money in thy purse is repeated three times, stressing its importance, almost persuading the reader to believe him. This is also an example of dramatic irony as the audience know what kind of a man Iago is by him secretive motives, such as the line, monstrous birth to the worlds light. Suggesting he wants to complete his ideas and make them work. The shadow on Iago in Otello shows this evil living in Iago and this monster inside him is portrayed with the use of lighting. Similar to that of the sketch by Thomas Stothard The meeting of Othello and Desdemona, c. 799, where Iago was drawn as a dark sinister figure, with light on half of his face, once again an example of Iago being evil. If I were to stage Iagos first soliloquy he would be sat at a dark desk, starring at the ground, symbolising hell and have the lighting so that a dark shadow was formed across half of his face. I would have him dressed in his military uniform just to show the contrast between a true, genuine soldier such as Othello and Iago who is an evil, plotting man. There would be nothing else on stage to create an effect of isolationism, to show that no-one else is near this level of sinister thoughts. Iagos speech suggests two different things in my opinion; when he is talking to other people he is very manipulative and persuasive in getting what he wants. To do this he uses emotive language and rhetorical questions such as, Drown Thyself? This is a technique used to persuade and encourage a person to think and agree with you, which shows quite a sly manner. However when he is on his own he shows a deeply concentrating side, a person who is thinking about their deepest darkest thoughts. With words such as hell and monstrous and hate suggests very strong feelings of anger and in my opinion shows evil. These show how he is questioning himself and his motives, but he I believe is questioning himself to assure himself he is powerful enough to do such things. I would incorporate this into my interpretation; I would have Iago shaking though as he sits, suggesting that he has gone slightly mad with jealousy. Such as in the Miller version, where Iago was twitching and couldnt sit still this showed clearly the strength of his evil inner thoughts. I believe Burge tried to show the audience Iagos speech as a symbol of power. Burge shows Iago as overpowering as he has a very loud tone of voice, he is very persuasive. The camera angle used is close up on him carefully showing his facial expressions and his sly smile which is almost permanently on his face which shows the character of Iago exceptionally well. However there is this shift of behaviour between when he is on his own and when he is with others, because as soon as he is on his own, his movements become twitchier, almost like he doesnt like the depth at which he is thinking at. He argues with himself as well which suggests he doesnt like what he is doing, I havet this is him just justifying himself to himself! The close camera angle shows the real hatred in his eyes when he says, I hate the moor which really emphasises this idea of hatred and the balance of power. Finally there is a sense of dramatic irony because as the audience we know something is going to go wrong so by him thinking about his motives this is a sense of dramatic irony. Cassios a proper man This is ironic as the audience know what Iago thinks of Cassio, however he says this in a way that implies that it is going to be difficult to harm the reputation of Cassio, almost as if Cassio presents a problem. The strength of this interpretation is that it shows that real hatred that Iago possesses for Othello and with those facial expressions this is really implicit. But there is this sense of him becoming almost scarred of himself which I dont think can be believed as he is so definite in his plans and never doubts himself until the end where from this time forth I never will speak a word. Nunn shows Iago to be overpowering again by giving him a brawn voice. But when he is in his soliloquy he is fidgeting and breathing heavily, to add to this atmosphere how he sits at the table causes a shadow to fall over his face emphasises the idea of evil vs. reality. His true thoughts are so strong he is unable to sit still and this difference is shown clearly through the use of movement. This use of separation in the soliloquy is a dramatic technique to give the interpretation to the reader of the true motives of Iago and the way he thinks. This was very effectively done by the twitching during his soliloquy. This interpretation was very effective because of the power of his thoughts which I felt really added to the character of Iago. A Marxist critic may argue that as he cannot sit still his inner thoughts and emotions are being shown through is physical actions, which is clearly represented in Nunns version. In Act 2, scene 3 I would stage Iagos second speech with him standing centre stage, jus as if he was reading a scroll about what his plans were to an audience. The line I play the villain? I would have Iago looking directly at the audience to create tension an atmosphere within the audience. I would have Iago look up to the heavens, just as Othello does in the Nunn version when making his speech to the senators, when Iago says free and honest to emphasis the idea that Iago believes he is equal to a god. Then finally to emphasis the irony of Iago apparently being passionate for his cause I would have him shout to show he was plotting when he says Ill pour this pestilence into his ear and that shall enmesh them all. These will emphasis Iagos anger towards Othello and also show the audience his plans. In this speech it is the first time his plans involve others and are well thought out, which is why I would direct it in this way. In contrast to my view in Otello Iago is trapped in a fortress, possibly trapped in evil and he pulls on a bull ring on a door, this represents Othello being led like a bull. His low voice and shadows shows how evil this character is. There are signs of religion in this version, which were not present in the play because in Elizabethan times because religion was not allowed in theatre but now is. He is shown as a true creature of evil with traits of insanity. I think the weakness in this version is that Iago is too involved with religion and his belief in women, that being that women are a mans property and they can do what they wish with them, is not portrayed enough. Women in Othello are portrayed as fragmented notions of what they really are. Iagos false portrayal of Desdemona comes closest to crumbling when confronted by her plain truth Evelyn Gajowski In conclusion it is clear to say that Iago as a character influences other characters in the play and that his actions are repeated throughout the play.
